Announcement (information) on the Acceptance of Applications from Potential Participants in the KPI English Auction for the Sale of Waste Oils

Kazakhstan Petrochemical Industries Inc. LLP (hereinafter referred to as “KPI”) hereby notifies the business community, namely domestic enterprises and/or legal entities engaged in the collection (procurement), storage, processing and sale of waste oils in accordance with the requirements of the legislation of the Republic of Kazakhstan, of an English auction for the sale of waste oils.
Location of the waste oils – Karabatan, territory of the National Industrial Petrochemical Technopark Special Economic Zone, KPI Inc. polypropylene production plant (Building 295, Atyrau-Dossor Highway, Atyrau).
Approximate volume of waste oils offered for sale (lots):
Lot No. 1: turbine oil, 69 tonnes;
Lot No. 2: hydraulic oil, 12 tonnes.
The waste oils shall be collected by the Buyer fr om the territory of the KPI Inc. plant (Building 295, Atyrau-Dossor Highway, Atyrau) within 10 business days.
Auction venue – Conference Hall, 2nd Floor, 26v Admiral Lev Vladimirskiy Street, Atyrau.
Auction method – English auction.
Auction start date and time – 07.08.2026 at 14:00 Atyrau time.
Starting price for Lot No. 1 (turbine oil): KZT 68.33 per kilogram.
Starting price for Lot No. 2 (hydraulic oil): KZT 51.67 per kilogram.
Commencement date for submission of applications to participate in the auction – 20.07.2026
Deadline for submission of applications to participate in the auction – 03.08.2026 at 17:00 Atyrau time.
Waste oil removal period – within 10 days after mobilization, in accordance with the terms and conditions of the agreement, and payment of the advance.
Place of sale of the waste oils – Karabatan, territory of the National Industrial Petrochemical Technopark Special Economic Zone, KPI Inc. polypropylene production plant (Building 295, Atyrau-Dossor Highway, Atyrau).
Terms and conditions for the sale of waste oils – all costs associated with the purchase, collection, removal, loading, unloading, storage and transportation of the waste oils, insurance premiums, if necessary, and any other expenses shall be borne by the Buyer of the waste oils.
Date, time and procedure for inspecting the waste oils offered for sale – before the deadline for submission of applications to participate in the auction, subject to prior arrangement.
Payment terms – 100% advance payment for the volume of waste oils to be removed.
Time limit for concluding a sale and purchase agreement with the auction participant declared the winner - within 3 business days after the auction results have been finalized.
Winner selection principle – the highest price offered during the auction by participants whose applications have not been rejected.

Qualification requirements for potential Buyers:
1. A valid licence to perform work and provide services in the field of environmental protection, with the following subtypes of licensed activities: processing, neutralization, recovery and/or disposal of hazardous waste.
2. Authorization for the use of technologies.
3. Environmental impact permit.
4. An agreement with a licensed laboratory for the analysis of waste oils.
5. At least two trucks, each with a load capacity of at least 3 tonnes, authorized for the transportation of hazardous waste. This requirement shall be confirmed by lease agreements or documents evidencing ownership.
6. Qualified personnel holding the required permits and certificates in fire safety minimum training, industrial safety, occupational health and safety, etc. This requirement shall be confirmed by copies of the relevant documents.
7. Mobilization within 10 days after signing the agreement.
8. Provision of company details, including the legal entity’s personal account details and the potential Buyer’s BIN, for a due diligence check.
9. The qualification requirements for potential Buyers are established by Article 4 of these Rules. The Commission members may establish additional qualification requirements not specified in Article 4 of these Rules, provided that such requirements are indicated in the minutes of the meeting.
Related work – organization of cleaning work at the site wh ere the waste oils were stored.
Submission of an application to participate in the auction shall constitute the participant’s consent to enter into a sale and purchase agreement if the participant is declared the winner.
The participant’s application shall be submitted before the application submission deadline.
Along with documents confirming compliance with the above qualification requirements, the application to participate in the auction shall contain the following information and documents:
- the name and actual address of the potential Buyer;
- details of the person authorized by the auction participant to participate in the auction, together with supporting documents;
- an electronic copy of the certificate or statement of state registration (re-registration) of the legal entity, or a statement of state registration of the legal entity issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; an electronic copy of the potential Buyer’s application containing a link to the official online resource (www.egov.kz) of the state authority that issued the certificate or statement and uses an electronic registration system; or an electronic copy of another document confirming the potential Buyer’s state registration, issued in accordance with the legislation of the Republic of Kazakhstan.
Buyers who, without reasonable grounds, previously refused to enter into agreements following completed waste oil sale procedures or performed their contractual obligations in bad faith, thereby causing damage, harm and/or risk to KPI, as confirmed by a court decision, may be included in the Register of Unreliable Buyers of Waste Oils.
KPI shall have the right to refuse admission to the auction to Buyers included in the Register of Unreliable Buyers of Waste Oils for a period of one year from the date of their inclusion in the Register.
