Kazakhstan Petrochemical Industries Inc. Auction start date and time – 07.08.2026 at 14:00 Atyrau time.

Qualification requirements for potential Buyers:
1. A valid licence to perform work and provide services in the field of environmental protection, with the following subtypes of licensed activities: processing, neutralization, recovery and/or disposal of hazardous waste.
2. Authorization for the use of technologies.
3. Environmental impact permit.
4. An agreement with a licensed laboratory for the analysis of waste oils.
5. At least two trucks, each with a load capacity of at least 3 tonnes, authorized for the transportation of hazardous waste. This requirement shall be confirmed by lease agreements or documents evidencing ownership.
6. Qualified personnel holding the required permits and certificates in fire safety minimum training, industrial safety, occupational health and safety, etc. This requirement shall be confirmed by copies of the relevant documents.
7. Mobilization within 10 days after signing the agreement.
8. Provision of company details, including the legal entity’s personal account details and the potential Buyer’s BIN, for a due diligence check.
9. The qualification requirements for potential Buyers are established by Article 4 of these Rules. The Commission members may establish additional qualification requirements not specified in Article 4 of these Rules, provided that such requirements are indicated in the minutes of the meeting.

Submission of an application to participate in the auction shall constitute the participant’s consent to enter into a sale and purchase agreement if the participant is declared the winner.

Along with documents confirming compliance with the above qualification requirements, the application to participate in the auction shall contain the following information and documents:
- the name and actual address of the potential Buyer;
- details of the person authorized by the auction participant to participate in the auction, together with supporting documents;
- an electronic copy of the certificate or statement of state registration (re-registration) of the legal entity, or a statement of state registration of the legal entity issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; an electronic copy of the potential Buyer’s application containing a link to the official online resource (www.egov.kz) of the state authority that issued the certificate or statement and uses an electronic registration system; or an electronic copy of another document confirming the potential Buyer’s state registration, issued in accordance with the legislation of the Republic of Kazakhstan.
Buyers who, without reasonable grounds, previously refused to enter into agreements following completed waste oil sale procedures or performed their contractual obligations in bad faith, thereby causing damage, harm and/or risk to KPI, as confirmed by a court decision, may be included in the Register of Unreliable Buyers of Waste Oils.
KPI shall have the right to refuse admission to the auction to Buyers included in the Register of Unreliable Buyers of Waste Oils for a period of one year from the date of their inclusion in the Register.
