Announcement (Information) for Potential Participants of the KPI English-Method Auction for Scrap Metal Sales

Hereby, Kazakhstan Petrochemical Industries Inc. LLP (hereinafter referred to as KPI) notifies the business community (domestic metallurgical enterprises and/or legal entities engaged in the collection (procurement), storage, processing, and sale of scrap and ferrous metal waste in accordance with the requirements of the legislation of the Republic of Kazakhstan) of the holding of an English-method auction for the sale of scrap metal (ferrous metal scrap).
Location of scrap metal- Karabatan, SEZ NIPT territory, KPI Inc. polypropylene production plant (Atyrau, Atyrau–Dossor highway, Building 295)
Approximate volume – volume offered for sale (lots): 100 tons of ferrous metal and 100 tons of non‑ferrous metal per lot (no more than one lot may be sold to a single counterparty). Self‑pickup fr om the KPI Inc. plant (Atyrau, Atyrau–Dossor highway, Building 295) within 10 days.
Auction venue- Atyrau, 26B Admirala Lev Vladimirskogo Street, conference hall (2nd floor).
The auction method - English auction method.
Date and time of the auction start – 30.01.2026 at 10.00 a.m. Atyrau time.
Starting Price of Ferrous Scrap is 70 tenge per 1 kilogram.
Starting Price of Non‑Ferrous Scrap (copper cable offcuts) is 700 tenge per 1 kilogram.
Start Date for Submission of Applications to Participate in the Auction is 19.01.2026.
Deadline for Submission of Applications to Participate in the Auction –26.01.2026 at 17: 00 Atyrau time.
Terms of removal of scrap metal – within 10 days after mobilization (according to the terms of the contract) and payment of the advance payment.
Scrap Metal Pickup Location - Karabatan, SEZ NIPT territory, KPI Inc. polypropylene production plant (Atyrau, Atyrau–Dossor highway, Building 295).
Terms of sale of scrap metal – all expenses related to the purchase of scrap metal, its collection, removal, loading, unloading, storage, transportation costs, insurance payments (if required), and any other associated expenses shall be borne by the buyer of the scrap metal.
Date, Time, and Procedure for Inspection of the Scrap Metal Offered for Sale– prior to the deadline for submission of applications to participate in the auction (subject to prior arrangement).
Payment terms – 100% prepayment for the volume of scrap metal to be removed.
Draft agreement-according to the appendix.
Deadline for Concluding a Purchase and Sale Agreement with the Auction Winner - within 3 business days after the auction results are finalized.
Winner Determination Principle - the highest price offered among participants whose applications were not rejected based on the bidding results.

Qualification requirements for potential buyers:
1. Availability of equipment required for scrap preparation:
- at least 2 trucks with a load capacity of not less than 20 tons (to be confirmed by technical passports, technical inspection certificates, insurance policies, lease agreements, etc.);
- at least 1 loader/crane (to be confirmed by lease agreements or documents confirming ownership and compliance of lifting cranes with the requirements of the Industrial Safety Rules for the Operation of Lifting Mechanisms No. 359 dated December 30, 2014);
- metal‑cutting tools.
2. Availability of qualified personnel with valid permits for scrap preparation, including fire safety minimum training, industrial safety, occupational health and safety, etc. (confirmed by copies of relevant certificates).
3. Mobilization within 10 days after signing the contract.
4. Ability to organize round‑the‑clock operations, including weekends and public holidays, for the removal of scrap metal by the buyer’s personnel.
5. Provision of company details, including the legal entity’s bank account information and BIN of the potential buyer, for reliability verification.
6. Qualification requirements for potential buyers are established by Article 4 of these Rules. The Commission members may establish additional qualification requirements not specified in Article 4 of these Rules, with such requirements to be reflected in the meeting minutes.
Related works – organization of site cleaning works on the area wh ere the scrap metal was stored.
Submitting an application for participation in the auction constitutes an expression of consent to enter into a purchase and sale agreement if the participant is recognized as the winner.
The participant’s application must be submitted before the deadline for accepting applications.
Together with the documents confirming compliance with the above qualification requirements, the application to participate in the auction must include the following information and documents:
- name and actual address of the potential Buyer.
- details of the person authorized by the auction participant to participate in the auction (with supporting documents);
- an electronic copy of the certificate or notice of state registration (re-registration) of a legal entity, or a certificate of state registration issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; or an electronic copy of an application of the potential Buyer containing a link to the official state source (www.egov.kz) of the authority that issued the certificate/notice using the electronic registration system; or an electronic copy of another document confirming the state registration of the potential Buyer issued in accordance with the legislation of the Republic of Kazakhstan;
- an electronic copy of the document confirming payment of the guarantee fee for participation in the auction, meeting the requirements on payment terms, content and form specified in the auction announcement, or an electronic bank guarantee, provided that the amount of the guarantee fee is not less than the amount established by the auction announcement (if a guarantee fee is required under the auction conditions).
If the participant submits a bank guarantee in hard copy as the guarantee fee, its original must be submitted to the Seller before the application deadline;
Buyers who previously, without justified reasons, refused to enter into contracts based on the results of scrap metal sale procedures, or who improperly fulfilled their contractual obligations, thereby causing certain damage/harm/risk to KPI, confirmed by a court decision, may be included in the Register of Unfair Scrap Metal Buyers.
KPI has the right to deny participation in the auction to Buyers listed in the Register of Unfair Scrap Metal Buyers within one year from the date they were entered into the register.
