Qualification requirements for potential buyers:
1. Availability of equipment required for scrap preparation:
- at least 2 trucks with a load capacity of not less than 20 tons (to be confirmed by technical passports, technical inspection certificates, insurance policies, lease agreements, etc.);
- at least 1 loader/crane (to be confirmed by lease agreements or documents confirming ownership and compliance of lifting cranes with the requirements of the Industrial Safety Rules for the Operation of Lifting Mechanisms No. 359 dated December 30, 2014);
- metal‑cutting tools.
2. Availability of qualified personnel with valid permits for scrap preparation, including fire safety minimum training, industrial safety, occupational health and safety, etc. (confirmed by copies of relevant certificates).
3. Mobilization within 10 days after signing the contract.
4. Ability to organize round‑the‑clock operations, including weekends and public holidays, for the removal of scrap metal by the buyer’s personnel.
5. Provision of company details, including the legal entity’s bank account information and BIN of the potential buyer, for reliability verification.
6. Qualification requirements for potential buyers are established by Article 4 of these Rules. The Commission members may establish additional qualification requirements not specified in Article 4 of these Rules, with such requirements to be reflected in the meeting minutes.

- an electronic copy of the certificate or notice of state registration (re-registration) of a legal entity, or a certificate of state registration issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; or an electronic copy of an application of the potential Buyer containing a link to the official state source (www.egov.kz) of the authority that issued the certificate/notice using the electronic registration system; or an electronic copy of another document confirming the state registration of the potential Buyer issued in accordance with the legislation of the Republic of Kazakhstan;
- an electronic copy of the document confirming payment of the guarantee fee for participation in the auction, meeting the requirements on payment terms, content and form specified in the auction announcement, or an electronic bank guarantee, provided that the amount of the guarantee fee is not less than the amount established by the auction announcement (if a guarantee fee is required under the auction conditions).

Buyers who previously, without justified reasons, refused to enter into contracts based on the results of scrap metal sale procedures, or who improperly fulfilled their contractual obligations, thereby causing certain damage/harm/risk to KPI, confirmed by a court decision, may be included in the Register of Unfair Scrap Metal Buyers.
KPI has the right to deny participation in the auction to Buyers listed in the Register of Unfair Scrap Metal Buyers within one year from the date they were entered into the register.
