Qualification requirements for potential buyers:
1. Availability of equipment for scrap procurement:
- at least 2 trucks (capacity ≥20 tons, confirmed by technical passports, inspections, insurance, lease agreements, etc.).
- at least 1 loader/crane (confirmed by lease agreements or ownership documents meeting the requirements of the Industrial Safety Rules for lifting mechanisms dated December 30, 2014, № 359).

2. Availability of qualified personnel with appropriate permits for scrap procurement (fire-technical minimum, industrial safety, labor safety, etc.), confirmed by copies of relevant documents.
3. Mobilization within 10 days after contract signing.
4. Ability to organize 24/7 operations, including weekends and holidays, for metal removal.
5. Provision of bank details, including the legal entity’s personal account and BIN, for reliability verification.
6. Qualification requirements are established by Article 4 of these Rules. The commission may impose additional requirements not specified in Article 4, with such requirements noted in the meeting minutes.

- an electronic copy of the certificate or statement of state registration (re-registration) of a legal entity, or a certificate of state registration issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; or an electronic copy of an application of the potential buyer containing a link to the official government source (www.egov.kz) that issued the certificate or statement and uses an electronic registration system; or an electronic copy of any other document confirming the potential buyer’s state registration issued in accordance with the legislation of the Republic of Kazakhstan.
Buyers who previously, without valid reasons, refused to conclude contracts based on the results of scrap metal sale procedures, or who performed their contractual obligations in bad faith, thereby causing certain damage, harm, or risk to KPI, confirmed by a court decision, may be included in the “Register of Unreliable Scrap Metal Buyers”.
KPI reserves the right to deny participation in the auction to Buyers listed in the “Register of Unreliable Scrap Metal Buyers” for one year from the date of their inclusion in the register.
