Hereby “Kazakhstan Petrochemical Industries Inc.” LLP (hereinafter – KPI) notifies the business community (domestic metallurgical enterprises and/or legal entities engaged in the collection (procurement), storage, processing, and sale of ferrous scrap in accordance with the legislation of the Republic of Kazakhstan) about the English-method auction for the sale of scrap metal (ferrous and non-ferrous).
Location of scrap metal – Karabatan, SEZ NIPT territory, KPI Inc. polypropylene plant (Atyrau, Atyrau–Dossor highway, building 295).
Approximate volume – 200 tons, 2 lots (100 tons per lot), self-pickup fr om the KPI Inc. plant (Atyrau, Atyrau–Dossor highway, building 295) within 10 working days.
Auction venue – Atyrau, 26v Admiral Lev Vladimirsky Street, conference hall (2nd floor).
Auction method – English method.
Auction date and time – March 30, 2026, at 14:00 Atyrau time.
Starting price of ferrous scrap – 38.33 KZT per kilogram.
Start date for application submission -March 4, 2026.
Deadline for application submission - March 25, 2026, at 17:00 Atyrau time.
Scrap metal removal period- within 10 working days after mobilization (according to contract terms) and advance payment.
Location of scrap metal pickup – Karabatan, SEZ “NINT” territory, KPI Inc. polypropylene plant (Atyrau, Atyrau–Dossor highway, building 295).
Terms of sale – All expenses related to purchase, collection, removal, loading, unloading, storage, transportation, insurance payments (if necessary),
and any other expenses shall be borne by the buyer.
Inspection date, time, and procedure – available until the application deadline (by prior arrangement).
Payment terms- 100% prepayment for the scrap metal volume to be removed.
Contract draft - attached as an appendix.
Deadline for signing a purchase agreement with the winning participant - within 3 working days after the auction results.
Winner determination principle - highest price offered by participants whose applications were not rejected.

Qualification requirements for potential buyers:
1. Availability of equipment for scrap procurement:
- at least 2 trucks (capacity ≥20 tons, confirmed by technical passports, inspections, insurance, lease agreements, etc.).
- at least 1 loader/crane (confirmed by lease agreements or ownership documents meeting the requirements of the Industrial Safety Rules for lifting mechanisms dated December 30, 2014, № 359).
- metal-cutting tools.
2. Availability of qualified personnel with appropriate permits for scrap procurement (fire-technical minimum, industrial safety, labor safety, etc.), confirmed by copies of relevant documents.
3. Mobilization within 10 days after contract signing.
4. Ability to organize 24/7 operations, including weekends and holidays, for metal removal.
5. Provision of bank details, including the legal entity’s personal account and BIN, for reliability verification.
6. Qualification requirements are established by Article 4 of these Rules. The commission may impose additional requirements not specified in Article 4, with such requirements noted in the meeting minutes.
Associated works - site cleanup of the area wh ere scrap metal was stored.
Submitting an application expresses consent to conclude a purchase agreement if the participant is recognized as the winner.
Applications must be submitted before the deadline.
Applications must include the following information and documents along with materials confirming compliance with qualification requirements:
- name and physical address of the potential buyer;
- data of the authorized representative participating in the auction (with documents confirming authority);
- an electronic copy of the certificate or statement of state registration (re-registration) of a legal entity, or a certificate of state registration issued by the registering authority in the form established by the Ministry of Justice of the Republic of Kazakhstan; or an electronic copy of an application of the potential buyer containing a link to the official government source (www.egov.kz) that issued the certificate or statement and uses an electronic registration system; or an electronic copy of any other document confirming the potential buyer’s state registration issued in accordance with the legislation of the Republic of Kazakhstan.
Buyers who previously, without valid reasons, refused to conclude contracts based on the results of scrap metal sale procedures, or who performed their contractual obligations in bad faith, thereby causing certain damage, harm, or risk to KPI, confirmed by a court decision, may be included in the “Register of Unreliable Scrap Metal Buyers”.
KPI reserves the right to deny participation in the auction to Buyers listed in the “Register of Unreliable Scrap Metal Buyers” for one year from the date of their inclusion in the register.
