Strategic intents – to be an effective and highly profitable domestic producer of the polypropylene and other products of the gas processing and petrochemical industry by 2021.
The Project was developed as part of the "Program for development of the petrochemical industry of the Republic of Kazakhstan for 2008-2013", approved by the Government of the Republic of Kazakhstan as of 29th January 2004, No.101 in order to use the large amount of Tengiz gas as feedstock for IPC on production of petrochemical products with value added for subsequent sales on the domestic and export markets.
The Project is included in the program "30 Kazakhstan Corporate Leaders", as well as in the list of strategic investment projects, approved by the Government of the Republic of Kazakhstan as of 1st September, 2009, No.1293.
Construction of the polypropylene Complex is the first step to create a petrochemical cluster in the region followed by obtaining high-basic products of the industry.
The Project provides to use worldwide high technology on deep processing of the propane (Phase 1) and ethane (Phase 2) to obtain the following types of commercial product: polypropylene - 500 000 tons per year.
Complex site will be located 33 km to north-east of Atyrau, 8-9 km north of Karabatan station. The site is located close to the existing railway (9,2 km), highway (6,3 km), water main, power lines and transportation pipelines.
All safety distances in accordance with the general widely recognized international standards and best engineering practice have been taken into account during selecting sites and site planning.
As a result of the Project implementation, it is planned to create more than 3,000 jobs during the construction period and more than 500 jobs during the operation period, develop small and medium businesses, expand the tax base, and develop related industries.
The Project is included in the State Program of Forced Industrial-Innovative Development of Kazakhstan for 2010 - 2014 (Decree of the President of the Republic of Kazakhstan as of March 19, 2010, No.958).
Special Economic Zone “National Industrial Petrochemical Technopark” (SEZ “Technopark”) was formed by the Decree of the President of the Republic of Kazakhstan, No.495 as of 19th December 2007.
The Project is included in the Kazakhstan Industrialization Map for 2010 – 2014, approved by the RK Government Resolution as of 14th April, 2010, No.303.
